Colleen Davis, Delaware’s State Treasurer, United States

Colleen Davis is Delaware’s State Treasurer, overseeing an $11.5 billion public portfolio spanning cash reserves, debt instruments, and retirement systems. With more than 20 years of experience across healthcare, pharmaceuticals, and public finance, she brings rare cross-sector depth to institutional capital governance. Davis co-chairs the State Employee Benefits Board and leads the Cash Management Policy Board and Delaware Economic and Financial Advisory Council. During COVID-19, she led efforts to close a $255 million structural deficit while preserving Delaware’s AAA bond rating. She has directed infrastructure bond issuances, established public retirement frameworks, and holds an MBA from INSEAD, MMS from Thomas Jefferson University and BS in Molecular Biology.
Joe Delaney, Director, North America Visa Government Solutions (VGS)

Joe is a Payments Professional with 25 years of experience. In his current role, he is responsible for Visa’s North American government disbursement strategy and manages relationships with government-focused partners, including financial institutions, fintechs, gov-techs, pay-facs, and system integrators. Before joining Visa, he held roles at PayPal, Corpay, and American Express.

Webinar chair: Siobhan Benita, Moderator, Global Government Forum

Siobhan was a senior civil servant in the UK with more than 15 years’ Whitehall experience. She worked in many of major delivery departments, including Transport, Environment, Health and Local Government. She also had senior roles at the heart of government in the Cabinet Office and HM Treasury, including supporting the then Cabinet Secretary, Lord O’Donnell, to lead work on civil service reform and strategy. Siobhan left to run as an independent candidate in the Mayor of London election. She subsequently joined her alma mater, Warwick University, as Chief Strategy Officer of Warwick in London and Co-Director of the Warwick Policy Lab
