How to drive joined-up government
Governments around the world are focused on rewiring the state, with an objective to “break down silos across government” and reorient delivery around citizens and cross-cutting missions, from economic growth to clean energy.
Yet many governments are organised vertically, which is at odds with the horizontal nature of modern technologies and the cross-cutting priorities inherent in the missions.
This webinar will look at how governments can restructure themselves to make better use technology to deliver joined up government, and will discuss:
- How governments can create over-arching visions fort delivery, and understanding of public service stewardship across political administration.
- How governments can modernise funding processes to better support digital delivery and collaboration.
- The role of leadership in creating cross-government community of practice for transformation, including creating structures to bring together ministers and top civil servants together to resolve issues that crossed departmental boundaries.

Birna Íris Jónsdóttir, CEO, Digital Iceland, Ministry of Finance and Economic Affairs, Iceland

Birna Iris joined Digital Iceland as CEO in November 2023. She is an experienced leader in IT and has served as an IT and Digital leader in banking, insurance, health and retail. She holds a B.Sc. Degree in Computer Science, a MBA Degree and a diploma in Positive Psychology. Birna also studied AI as part of a masters degree in Computer Science. As the CEO of Digital Iceland her main vision is to simplify people‘s lives, make public sector processes more efficient and support practical use of data.
Răzvan Hoinaru, EU Policy Advisor, Authority for Digitalization, Romania

Razvan Hoinaru is economist by education, historian by heart and political advisor by vocation. Educated at Sheffield (BA) and Queen Mary University of London (PhD), he worked for the European Parliament in the committees of Economics and Environment, translating technical economic language into policy and vice versa. Similarly, he has been working for the Romanian Government, Authority for Digitalization and the Romanian National Technical Committee on Standardisation. From an academic perspective, Razvan taught financial reporting at QMUL and ASE Bucharest, organised conferences on sustainability, digitalisation, AI and accounting. He has authored about thirty articles and two books.
