Running the numbers: how to ensure a review of government spending increases government productivity
Governments use budgets and spending reviews to ensure effective and efficient allocation of resources and undertake reviews of value for money.
However, Global Government Forum research with finance leaders from around the world found that that such reviews often rely on blunt tools such as across-the-board cuts. While relatively simple to implement, these approaches can also distort priorities as governments often lack the data needed to make more sophisticated reductions.
This webinar will look at how government can transform spending review processes to ensure that they lead to more effective services.

Paul Healy is Deputy Director of Productivity at NHS England, leading on estimating NHS productivity and benchmarking trust performance. Prior to this, he led on financial aspects of NHS pay, pensions and workforce policy, on the financial aspects of establishing Integrated Care Boards and the setting of inflation and efficiency targets in NHS pricing. Paul is a health economist by background and previously headed up the NHS Confederation’s policy team, as well as advising on economics and regulation for several UK and European thinks tanks.

Siobhan was a senior civil servant in the UK with more than 15 years’ Whitehall experience. She worked in many of major delivery departments, including Transport, Environment, Health and Local Government. She also had senior roles at the heart of government in the Cabinet Office and HM Treasury, including supporting the then Cabinet Secretary, Lord O’Donnell, to lead work on civil service reform and strategy. Siobhan left to run as an independent candidate in the Mayor of London election. She subsequently joined her alma mater, Warwick University, as Chief Strategy Officer of Warwick in London and Co-Director of the Warwick Policy Lab
