Walt Henderson, EFT Strategy, US Department of the Treasury (former)
Walt worked for the U.S. Treasury for over 30 years in a variety of capacities including roles in federal government revenue collection and federal government disbursement activities. A highlight of his career with the U.S. Treasury included the management of the Go Direct campaign which resulted in the conversion of millions of federal benefit payments from paper check to electronic payments. A cornerstone of the Go Direct effort was the successful Direct Express prepaid debit card program. Direct Express to this day allows millions of unbanked and underserved federal benefit recipients to receive benefits payment safely, securely, and economically via a prepaid debit Mastercard.
Aniket Doegar, CEO and Co-Founder, HESPL
Aniket Doegar (he/him) is the CEO and co-founder of HESPL (Haqdarshak Empowerment Solutions Private Limited), a social impact organization working on easing access to welfare. An alumnus of SRCC, Delhi, Aniket first started out in the development sector as a TFI (Teach for India) Fellow. Over the course of the last 14 years, he has co-founded various other organizations in this space. Recently, he was also an Acumen and Unreasonable fellow. In 2019 he was recognised under Forbes 30 under 30 Asia cohort and in 2022 as the Schwab and WEF Social Entrepreneur of the year. He is also a Unreasonable and Schmidt Futures Innovation fellow. Aniket was also on the advisory board of Teach for India and is currently a board advisor at the YP foundation.
Haqdarshak uses a mobile app and field force of 35,000+ trained women agents to help citizens discover, apply for, and benefit from Government and Private schemes / benefits. They’ve helped 4 million+ families and micro businesses get USD 1B.+ in benefits, while the women entrepreneurs earned USD 3M+. By 2030, Haqdarshak’s goal is to reach 100M citizens with social security and financial inclusion services through its flagship Yojana Card product.
Minita Varghese, Program Officer, G2Px Initiative, World Bank
Minita Varghese is a Program Officer with the G2Px Initiative at the World Bank, focused on digitizing government to person (G2P) payments for financial inclusion, women’s economic empowerment and improving efficiency. She has spent the past few years working on a combination of policy and research on digital payments and financial inclusion with the World Bank Group’s Finance, Competitiveness, and Innovation Global Practice and Innovations for Poverty Action across several countries, including Bangladesh, Ethiopia, Rwanda and Liberia.
Simon Willis, Vice President, Public Sector, Mastercard
Simon manages strategic government partnerships globally at Mastercard as well a number of related innovation projects. Formerly global head of public sector innovation at Cisco for many years, Simon has also worked at a number of Govtech start-ups and twice run UK voluntary sector organisations. The first half of his career was spent working for the UK Government on digital transformation and social security reform at DWP and at Her Majesty’s Treasury where he worked for Jeremy Heywood as head of financial crime. He is a widely acknowledged expert on managing complex innovation ecosystems for the public good and has published on the subject as well as addressing the UN, TEDX and many others.
Siobhan Benita, Facilitator, Global Government Forum
Siobhan Benita was a senior civil servant with over 15 years’ Whitehall experience. She worked in many of the major delivery departments, including Transport, Environment, Health and Local Government. She also had senior roles at the heart of Government in the Cabinet Office and HM Treasury, including supporting the then Cabinet Secretary, Lord O’Donnell to lead work on Civil Service reform and strategy. Siobhan left the Civil Service to run as an independent candidate in the Mayor of London election. She subsequently joined her alma mater, Warwick University as Chief Strategy Officer of Warwick in London and Co-Director of the Warwick Policy Lab.
