How to deploy artificial intelligence in government: a step-by-step guide

Governments around the world are all moving at pace to develop and implement artificial intelligence tools. They are aiming to use the technology to drive greater productivity in the work of government, and to transform services so they are more responsive to people’s needs.

However, deploying technology at scale in government can be difficult. Existing policy delivery systems can be tough to change, and the technology that civil servants use can struggle to keep pace with developments.

Research by SAS has highlighted the barriers that making the most of AI include technological challenges that hinder data sharing and better joining up the work of departments; difficulties in designing government organisations to make the most of the potential; and the cultural barriers using new technologies.

This Global Government Forum webinar, held with knowledge partner SAS, provided a guide to how meet these challenges.

Led and overseen data and advanced analytics transformation and deployment across a number of areas working hand in hand with Digital/Tech leads.

Stephen Russell, Director of Data, Strategy and Technology, Warwickshire Police, United Kingdom

Stephen Russell, Director of Data, Strategy, and Technology for Warwickshire Police, joined policing in 2018. He leads Digital Services, Change & Transformation, Analysis & Performance, and Information Assurance, supporting the force’s ambition to harness the full potential of technology, data and AI. Stephen is responsible for setting strategy, driving innovation, and implementing new ways of working during a pivotal time for the organization. Additionally, he sits on the National AI committee which is the body that co-ordinate national police activity on AI.

Jonathan Macdonald, Director, Responsible Data and AI, Office of the Chief Information Officer, Treasury Board of Canada Secretariat

Jonathan is an executive in the Responsible Data and AI team at the Office of the Chief Information Officer at Treasury Board of Canada Secretariat (TBS) leading the GC policy and strategy files for AI.  Recently, he led the development and launch of the AI Strategy for the Canadian Federal Public Service.  Prior to this work he was responsible for setting government policy direction in the space of privacy and data ethics.  At TBS, he has championed data ethics through key pan-government digital projects and led the development of new digital-focused privacy tools. Prior to working at TBS, he worked at Fisheries and Oceans Canada where he began his public service career and gradually took on various leadership roles in the IM/IT space. 


Dr Iain Brown, Head of Data Science, SAS Northern Europe and Adjunct Professor at the University of Southampton

Dr. Iain Brown is the Head of Data Science for Northern Europe and an Adjunct Professor of Marketing Data Science at the University of Southampton, renowned for his extensive expertise in AI and machine learning across various sectors. He is the author of “Mastering Marketing Data Science: A Comprehensive Guide for Today’s Marketers,” which consolidates his deep knowledge in leveraging data science for marketing effectiveness. An accomplished speaker and leader, Dr. Brown continues to shape the future of data-driven strategies and innovation in data science education and application.

Bassel Haidar, Vice President, Booz Allen

Bassel Haidar is a leader in artificial intelligence (AI) at Booz Allen. He collaborates with cross-functional leaders to align broader organizational objectives and strategies, shaping the civil sector’s AI strategy.

Bassel is a seasoned technology executive, entrepreneur, and recognized thought leader specializing in AI, analytics, and software development. Over the course of his career, he has founded and scaled multiple startups, led large multidisciplinary teams, and delivered AI and software solutions. His expertise has supported numerous federal, state, and local government clients, including the Department of Veterans Affairs, General Services Administration, North Dakota State, Cook County, Lake County, Federal Aviation Agency, PA Department of Labor, Department of Defense, and National Reconnaissance Office.

As a founder and Chief Operating Officer of 3H Technology, Bassel propelled the company from a startup into a premier technology provider for the public sector—ultimately leading to its successful acquisition. Later, as President and CTO of Metabolic Code, he drove the development and commercialization of a predictive health assessment platform, producing thousands of personalized metabolic reports annually. At Guidehouse, he led the AI practice across all market segments, spearheading AI and data focused business development and client project delivery.

Bassel is an advocate for sound software engineering principles in developing AI solutions and systems at scale. He frequently shares his expertise at industry events, contributes to publications such as CDO Magazine, and participates in interviews with InformationWeek and Tech Target. Additionally, he writes white papers on AI and data-related topics. Bassel earned a B.S. in computer science from The American University of Paris and an M.S. in computer science from George Washington University

Webinar chair: Siobhan Benita, Moderator, Global Government Forum

Siobhan was a senior civil servant in the UK with more than 15 years’ Whitehall experience. She worked in many of major delivery departments, including Transport, Environment, Health and Local Government. She also had senior roles at the heart of government in the Cabinet Office and HM Treasury, including supporting the then Cabinet Secretary, Lord O’Donnell, to lead work on civil service reform and strategy. Siobhan left to run as an independent candidate in the Mayor of London election. She subsequently joined her alma mater, Warwick University, as Chief Strategy Officer of Warwick in London and Co-Director of the Warwick Policy Lab.
