Crowding in innovation: how to open up policy development to people-powered insight

Governments need to better join-up policy development with operational delivery to make sure they can meet the growing challenges they face.
However, such collaboration can be difficult to implement in practice. As part of Global Government Forum’s Innovation conference, this webinar will share insight from across the UK government and beyond on how to build collaboration between policy development and operational delivery, including how to identify and develop the enabling infrastructure needed.
This session looked at best practice from across the UK government and beyond on how the work of government can be opened up to insight from citizens, from using citizen insight to inform where government should take action, to how government can use consultations and feedback to improve policy development and delivery.

Sigrid Rajalo, Director, Department of Innovation and Technology, Ministry of Economic Affairs and Communications, Estonia

Sigrid Rajalo is the Director of the Innovation and Technology Department at the Ministry of Economic Affairs and Communications in Estonia. Since joining the Ministry in 2013, she has played a relevant role in developing Estonia’s innovation policies. Sigrid was instrumental in creating Estonia’s first demand-side innovation policy and facilitating the country’s accession to the European Space Agency. She has held several key positions, including Head of the Innovation Policy Unit and Strategy Advisor. Additionally, Sigrid has served on the supervisory boards of Tallinn Science Park Tehnopol and Tartu Science Park, currently holding the position in state-owned company Metrosert which is launching Estonia´s very first Research and Technology Organization function. She is also a Guest Lecturer at the University of Tartu and has obtained a PhD in Economics.
Camila Medeiros, Director of Innovation, National School of Public Administration (ENAP), Brazil

Camila Medeiros is a designer and has been a public servant since 2008. She graduated in Communications from the University of Brasília (UnB), specialized in Public Management at UnB, and in Design and Communication at Coco International School in Spain. She is a public servant at the National Health Surveillance Agency (Anvisa) and co-founded the Innovation Lab, LABiVISA. Currently, she is the Director of Innovation at GNova/Enap, where she was responsible for the development of gov.br/desafios and the Open Innovation Strategy for the school. She also teaches in the undergraduate Public Administration program at Fundação Getúlio Vargas. Camila is one of the founders of iGOVnights, a collective of public servants promoting innovation in government.
Muiris Ó Floinn, Head of Border Ecosystem of Trust and Innovation, Borders Group, Cabinet Office, United Kingdom

Muiris is head of the Border Innovation Team in the Cabinet Office. The team combines policy, delivery and technical expertise, working with industry and other parts of government to encourage innovation at the UK Border. Prior to joining the Cabinet Office, Muiris worked in HM Treasury.

Sanjan Sabherwal, Head of Policy Design and Capability Unit, Strategic Policy Directorate, Department for Education, United Kingdom

Sanjan Sabherwal is the Head of Policy Innovation at Policy Lab UK. He has pioneered the application of participatory design and experimental methods in the government context to achieve better public policy outcomes. His work covers a broad range of issues such as policing and security, environmental policy, the regulation of emerging technologies and democratic participation. He has advised internationally to spread the use of policy design including Eastern Europe, the Gulf, and Australia.

Webinar chair: Siobhan Benita, Moderator, Global Government Forum

Siobhan was a senior civil servant in the UK with more than 15 years’ Whitehall experience. She worked in many of major delivery departments, including Transport, Environment, Health and Local Government. She also had senior roles at the heart of government in the Cabinet Office and HM Treasury, including supporting the then Cabinet Secretary, Lord O’Donnell, to lead work on civil service reform and strategy. Siobhan left to run as an independent candidate in the Mayor of London election. She subsequently joined her alma mater, Warwick University, as Chief Strategy Officer of Warwick in London and Co-Director of the Warwick Policy Lab.
