How AI is transforming governance and service delivery: Five minutes with the head of Nigeria’s civil service

Ahead of the Global Government Leaders’ Forum event taking place in Singapore on 21 January, Global Government Forum caught up with Didi Esther Walson-Jack, head of the Nigerian civil service, about her career achievements, public service innovation, and more.
What are you most excited about sharing at this year’s Global Government Leaders’ Forum?
I am most excited about sharing insights into Service Wise GPT, our AI-powered innovation that is transforming governance and service delivery in Nigeria’s federal civil service. This tool demonstrates how technology can drive efficiency, improve decision-making and enhance public sector performance. Additionally, I’m eager to discuss our broader digital transformation initiatives and how they align with global best practices, providing opportunities for collaboration and learning.
What drew you to a career in the civil service?
I was drawn to the civil service by the chance to create meaningful change on a large scale. The ability to shape policies, enhance systems and directly impact the lives of citizens has always inspired me.
What have you achieved in your career that you’re most proud of?
I am most proud of the long-lasting impact I’ve had on both people and institutions. Establishing the Citizens Rights Department, drafting key laws in Bayelsa State, Nigeria, and contributing to federal policy frameworks like the Structured Mandatory Assessment-Based Training Programme (SMAT-P) for federal civil servants are some of my notable achievements. Seeing these initiatives benefit society is deeply rewarding.
What is the best piece of advice you’ve been given in your working life?
The best advice I’ve received is: “When you climb the Iroko tree, gather all you can because you don’t know when next you’ll climb it.” This has taught me to maximise opportunities and approach every task with thoroughness and focus.
What advice would you give someone starting out in the civil service?
I would advise them to report to work immediately upon receiving their appointment letter, as seniority matters in the civil service. Focus on your responsibilities, avoid office politics and build a reputation for integrity, diligence and excellence.

Can you name one lesson or idea from abroad that’s helped you and your colleagues?
One significant lesson I’ve adopted is from the Harvard Business School: establishing one-on-one office hours for team members. I have implemented this for my permanent secretaries. This practice fosters open communication and ensures that every voice is heard, improving team collaboration and morale.
Are there any projects or innovations in your country that might be valuable to your peers overseas?
Yes, one notable project is Service Wise GPT, an AI-powered tool developed by the Nigerian federal civil service. It enhances decision-making, improves efficiency and digitises service delivery processes. For example, it assists civil servants in quickly accessing policy documents, guidelines and regulations, ensuring they can make informed decisions in real time. The tool has helped reduce bureaucratic delays and improved responsiveness within the public sector. This innovation could serve as a model for countries seeking to leverage AI in governance to streamline operations and enhance transparency.
If you weren’t a civil servant, what would you be?
I would have been an international dancing star. Dancing has always been a passion of mine and during my school years, I was actively involved in cultural dancing competitions, often leading my team to victory.
What is your favourite book?
My favourite book is The Power of Vision by Myles Munroe. It resonates with me deeply, offering profound insights on leadership, purpose and the importance of vision.
What is your dream holiday destination?
My dream holiday destinations are Marrakesh, Morocco and Banjul, Gambia. Both places captivate me with their rich culture, history and vibrant atmosphere.
